功能重构视角下的城市地块更新研究——以南京龙潭保税物流中心为例

摘　　要：在新型城镇化背景下,城镇建设发展规划由原来蔓延扩展式的增量规划进入存量规划时代。如何有效优化土地资源配置、盘活存量土地,解决城镇化、工业化发展的用地需求是城市建设发展的目标和要求。文章以城市用地功能评估和重构为导向建立研究框架,在初步分析研究区可承担功能的基础上,通过对用地功能拟合度评估和经济性评估的分析,得到研究区用地功能综合得分,并进行研究区功能体系重构和布局,随后以南京龙潭保税物流中心地块更新为例,验证了模型的可行性。此次研究一方面丰富了功能重构视角下的城市地块更新研究理论和方法,另一方面为国内其他城市的地块更新提供了借鉴和参考。In new urbanization, urban development is transferring from expansive new area planning to stock land planning. Improved land resource configuration and stock land activation for urbanization and industrialization is the main task of urban development. The paper establishes a research framework for land use functional evaluation and restructuring, makes degree of fitting and economic evaluations of approved functions of studied area, and restructures functions and layout based on its comprehensive evaluation score. The method is practiced in Longtan Bonded Logistics Center renovation and proved feasible. The study enriches theory and methods of land parcel renovation, and provides a reference for other cities.
