摘　　要：中国特色社会主义进入新时代为中西部高等教育发展创生了条件、注入了希望。在新时代的观照下,中西部高等教育作为较为特殊的高等教育系统,需要实现组织结构、文化创新、资源配置与质量发展等要素系统间的协同共生融合,进而实现内涵式与外延式并进发展的愿景。在坚持开放共享、协同创新、和谐共生、行动自觉的发展目标下,创生中西部高等教育发展的特色化之路、营造中西部高等教育发展的共治和谐氛围、实现中西部高等教育与东部高等教育间的共享发展将成为新时代中西部高等教育战略发展的新出路与新选择。The new era of socialism with Chinese characteristics has created conditions and infused hope for the development of higher education in the central and western i^gions. Under the new age of perspectives, in order to realize the concept of connotation and extension, higher education in the central and western regions, as a special higher education system, needs to achieve synergy and symbiosis between the elements of organizational strutting, cuhural innovation, resomve allocation and quality development. Under the development goal of adhe- ring to the new era of open sharing, collaborative innovation, harmonious symbiosis and action consciousness, cre- ating the path of specializing in the development of higher education in the central and western regions, mvating a harmonious atmosphcre for the development of higher education in the central and western regions and achieving shared development between higher education in the central and western regions and the higher education in the east will become the new strategic development of higher education in the central and western regions way out and new options.
