摘　　要：政府向社会组织购买公共服务已经成为我国创新社会治理模式的重要手段,对其进行合理、科学的评估至关重要。然而,实践部门和理论界都侧重于强调绩效评估,却忽视了其他评估环节的重要性。公共服务的生产、配送、消费是一个动态而连续的过程,评估应贯穿政府购买公共服务的全过程,但又不能简单地以时间划分评估阶段,而要强调各评估环节的逻辑相依性。根据彼得·罗希的公共项目评估理论,完善的评估体系应该包括需求评估、理论评估、过程评估、影响评估和效率评估五个环节,运用需求评估、理论评估辅助科学决策,确保有限的购买资源能够用于最基本、最急需的公共服务中去,运用过程评估实施过程控制,运用影响评估和效率评估进行购买效率和效果评价。The government＇s purchase of public service from social organizations has become an important means for the innovation of social governance model in China, and conduct a reasonable and scientific evaluation on it is very essential. However, both the practice department and the theoretical circle emphasize the performance evaluation, but ignore the importance of other evaluation links. The production, distribution and consumption of public service is a dynamic and continuous process, its evaluation should run through the whole process. The evaluation stage cannot simply divided by time, the logical dependence of each evaluation link should be emphasized. According to Peter Rosie＇s theory of public project evaluation, perfect evaluation system should include demand assessment, theoretical evaluation, process evaluation, impact assessment and efficiency evaluation.Using demand assessment and theoretical assessment to assist scientific decision-making, so as to ensure limited resources can be used purchase the most basic and urgently needed public services, using process assessment to implement process control, using impact assessment and efficiency assessment to evaluate the efficiency and effectiveness of the government procurement.
