“互联网+”背景下地面公共交通的政策与法规探究——基于北京与香港的比较

摘　　要：解决好城市出行问题,地面公共交通占有重要地位。在改革发展中应将"互联网+班车"新业态纳入城市公共交通统筹考虑,完善公共交通地方性法规和相关配套文件体系。在法规政策等方面,借鉴香港在市场化运作、专营权制度及运营监管中的有关经验和教训,在法规制定上确立地面公共交通运行的基本制度,开展长期政策研究,充分利用"互联网+"新技术完善监管,并在具体政策法规中对线路规划调整制定客观科学的方法,从而构建起满足新时代城市居民需要的安全、便捷、高效、绿色、经济的地面公共交通服务体系。Public transportation on the ground still plays an important role in solving the problem of urban traffic.In the course of reform and development,the new ＂Internet Plus＂bus industry should be integrated into the urban public transport system,and public transport local laws and regulations and relevant supporting documents should be constructed. Based on the experience and lessons of Hong Kong public transportation system in the market operation and the operation of supervision in the franchise system,we should formulate local regulations of ground public transport operation and make full use of the new technology ＂Internet plus＂to improve the supervision in specific policy documents which state clearly and objectively the scientific route planning adjustment guidelines,thus building a safe,convenient,efficient,green and economic ground public transport service system to meet the needs of urban residents in the new era.
