摘　　要：在施工项目招投标实践中,投标人以低于其成本价投标的现象屡见不鲜,但若要依法对投标人的报价是否低于成本价进行认定却是一件复杂而困难的事。通过对实际案例进行剖析,以资人们对工程项目招投标中投标人的报价低于其成本价的相关问题有更进一步的认识与了解。In the practice of the construction project bidding, the bidder to below cost bidding phenomenon common occurance, but if you want to decided whether the bidders offer below cost in accordance with the law is a complex and difficult thing through the actual case analysis, supported by the people of bidders in engineering project bidding price is less than the cost price of related problems have further cognition and understanding.
