棉花产业链对目标价格补贴政策的影响分析

摘　　要：在阐述棉花目标价格补贴政策内容并梳理相关研究文献的基础上,根据产业链视角分析棉花目标价格补贴政策对棉花加工企业和棉纺企业的影响研究发现,目标价格补贴政策的实施促进棉花加工和棉纺企业的转型升级,加速棉花产业链整合,并且降低了企业的原料成本,消除了棉花市场的扭曲,但同时也增加了棉花企业的市场风险。建议继续实施棉花目标价格补贴政策;增加"绿箱"和"蓝箱"政策的支持和使用力度;推进棉花产业链的纵向整合;通过将优良棉花品种纳入补贴政策,引导棉花品种改良;将内地棉花目标价格补贴向优势棉花集中区和高产区倾斜。本研究对于棉花目标价格补贴政策的总结和优化具有现实意义,同时对中国农产品目标价格制度的探索和建立具备一定参考价值。This paper elaborates the content of the subsidy policy of the target price of cotton and reviews the previous research findings concerned, and on such a basis analyzes the effect of the subsidy policy of the target price of cotton on cotton processing and textile enterprises from the perspective of the industrial chain. Results show that the implementation of the subsidy policy of the target price promotes the transformtion and upgrading of cotton processing and textile enterprises, accelerates the integration of the industrial chain of cotton, reduces the cost of raw materials for the enterprises and eliminates the distortion of the cotton market, and yet it increases the market risk to the cotton enterprises. It is suggested that the subsidy poliey of the target price of eotton should continue to be implemented; the support and use of the policies of ＂green box＂ and ＂blue box＂ increased; the vertical integration of the industrial chain of cotton promoted; the improvement of cotton variety guided by incorporating fine cotton varieties into the subsidy policy; and inland subsidies for the target price of cotton be slant to the dominant regions of concentrated cotton production and the high yield ones of cotton. This paper is hoped to be of practical significance for the summarization and optimization of the subsidy policy of the target price of cotton and provide reference for the exploration and construction of Chinese target price policy of agricultural products.
