高等学校构建反腐败机制研究

摘　　要：相较于其他领域的腐败,高等学校的腐败对国家的危害更大,影响更深远。高等学校出现腐败现象是多方面原因所致,具有"能人腐败"现象突出、领导不作为现象普遍和腐败领域扩大化等特点,高等学校腐败的基本成因包括一些特殊部门和岗位成为易滋生腐败的温床、反腐败领导体制存在缺陷和监督机制存在漏洞。因此,高等学校应该着眼于反腐败体制机制的构建,要在认真分析高等学校腐败自身特点和成因的基础上,通过成立反腐败领导小组、制定责任清单和强化纪委工作等措施,健全反腐败工作领导体制;通过树立监督意识、强化党内监督和畅通监督渠道等措施,健全与完善监督机制;通过制定责任追究制度、严格执行"一案双查"规定和坚持终身追责制度等措施,建立严格的责任追究机制,以期最大限度地遏制高等学校腐败现象的发生和蔓延。Corruptions in colleges and universities have greater harm to the country and society and produce more far-reaching influence than ones in other trades and fields. The corruptions in colleges and universities are caused by many factors, among which there are outstanding ＂corruptions committed by capable persons＂, prevalent leadership inactions, and increasingly large corruption fields. Also, the basic causes of the corruptions in colleges and universities include the special departments and posts of duty which tend to be a hotbed of corruption, defects in the leading system against corruption, and loopholes in the supervision mechanism. Colleges and universities should have the construction of anti-corruption system and mechanism in mind, complete the leading system against corruption by establishing the leading group against corruption and issuing the list of responsibility on the basis of an earnest analysis of the characteristics and causes of the corruptions on campus, and set up the strict system of accountability by making the system of responsibility tracing, implementing the rule of ＂one case, double trace＂ strictly and adhering to the lifelong liability system, so as to maximally stop various corruptions from occurring and spreading in institutions of higher learning.
