中国省级公共品供给效率及其区域差异分析

摘　　要：文章运用数据包络分析、泰尔指数分解等方法对2007-2015年中国省级区域公共品供给效率及其区域差异进行定量分析,发现:中国省级区域公共品总体供给效率缓慢降低,基础设施建设类公共品供给效率缓慢提高,且易受技术水平影响,而民生类公共品供给效率缓慢降低,且易受供给规模影响;基础设施建设类公共品供给效率在发达省市上升较快,而民生类公共品供给效率在大多省市上升缓慢甚至有所下降;基础设施建设类公共品供给效率呈现出东部、中部、东北、西部的空间递减格局,东部、东北和中部地区的民生类公共品供给效率明显高于西部地区;中国公共品供给效率的区域差异逐渐缩小,其中基础设施建设类公共品效率总体差异主要来自区域内部,而民生类公共品效率总体差异主要来自区域之间。This paper uses DEA approach and Theil index decomposition method to quantitatively analyze the delivery efficiency of public goods and its regional differences at provincial-level in China from 2007 to 2015. The results show that： The overall delivery efficiency of public goods of provincial-level administrative areas in China decreases slowly, but the delivery efficiency of infrastructure construction public goods increases slowly and is easily influenced by the technological level, whereas the deliv- ery efficiency of people＇s livelihood public goods decreases slowly and is easily influenced by the supply scale; The delivery effi- ciency of infrastructure constnlction public goods increases more rapidly in developed provincial-level administrative areas, whereas the delivery efficiency of people＇s livelihood public goods increases slowly or even decreases in most provincial-level ad- ministrative areas ; The delivery efficiency of infrastructure construction public goods presents a pattern of spatially progressive decrease within the east, the central, the northeast, and the west areas, and the delivery efficiency of people＇s livelihood public goods in the east, the central, and the northeast areas is obviously higher than that in the west area ; The regional differences of the delivery efficiency of public good~ in China are narrowing gradually, and the overall differences of the delivery efficiency of infrastructure construction public goods is mainly from the differences inside the area, whereas the nverall differences of the delivery efficiency of people＇s livelihood public goods are primarily from the differences among different areas.
