摘　　要：行政审批制度改革是推动政府体制改革的突破口,蕴含整体政府思想的嘉兴市行政审批制度改革为中国行政审批制度改革的纵深推进提供了一个全新观察视角。从价值机制调整和全方位政府整合等角度深入剖析了嘉兴行政审批制度改革实践蕴含的整体政府思想,结合中国情境,分别从价值层面、制度层面、操作层面和技术层面提出基于整体政府的中国行政审批制度改革的具体路径,包括重塑价值机制、精简与整合政府层级、进行跨部门协同以及信息共享等。The reform of administrative examination and approval system is a breakthrough point of promoting the administrative system reform. Such reform in Jiaxing embodies the thought of holistic government, and has provided a new angle for observing the deepening reform in China. An in-depth analysis has been carried out on the practice of Jiaxing in the administrative examination and approval system reform from the perspectives of value mechanism adjustment and all-round government integration. In combination with the actual situation of China and guided by the theory of holistic government, the analysis involves value system restructuring, government structure streamlining and integration, organizational function integration and coordination across departments, information sharing and public participation, to provide references for pushing forward the svstematic, coordinative and overall reform -f the administrative exarninalion And annrc-v-l -vs-te-rn
