摘　　要：排斥性是公共政策的基本属性。公共政策排斥可分为正向排斥与负向排斥,如果排斥有利于促进、实现和维护社会公正,即为政策正排斥,政府和社会应积极推动;反之,即为政策负排斥,政府和社会应予治理与遏止。传统的保障性住房政策主要着眼于"谁应得到保障性住房",而对"谁不应得到"和"谁没有得到"这两个问题关注不够,大大降低了保障性住房管理的有效性。基于"谁不应得到"和"谁没有得到"双重视角出发,建构政策排斥的整体性分析框架,对于分析中国保障性住房管理问题具有十分重要的理论和实践意义。运用此分析框架,构建以制定保障性住房排斥标准、保障性住房的正排斥管理、保障性住房的负排斥治理及相关配套制度为内容的管理体系是优化中国保障性住房管理的根本路径。Repellency is a basic attribute of public policy. Public policy exclusion can be divided into positive and negative exclusion. If the exclusion is conducive to the promotion, realization and maintenance of social justice, that is the positive exclusion of the policy and the government and society should actively promote it, on the contrary, that is the negative exclusion of the policy and the government and society should govern and curb it. The traditional affordable housing policy mainly focuses on ＂who should get affordable housing＂, but not enough on ＂who should not get＂ or ＂who did not get＂ , which greatly reduced the effectiveness of affordable housing management. Based on the dual perspective of ＂who should not get＂ and ＂who did not get＂, the construction of policy exclusion analysis framework for affordable housing management is of great theoretical and practical significance in optimizing the management of affordable housing in China. Using this analysis frame, the essential path to optimize the affordable housing management in China is to construct a management system, taking the access standards of affordable housing, the management of positive exclusion, the negative exclusion governance and the related supporting regime as main contents.
