摘　　要：通过对社会安全和《公民安全手册》中公民安全概念的梳理,结合移动动漫内容生动有趣、诙谐幽默的特点,提出一套具有快速传播、面向大众的安全知识科普元数据标准。并以交通安全知识科普为例,通过XML/RDF的元数据描述和RDQL的数据查询仿真,实现具有可互操作和可拓展的安全知识科普样例,奠定其推广应用的基础。Based on social security and the citizen safety manual ＂citizen security concept＂, combined with mobile anime content interesting, humorous characteristics, puts forward a set of rapid propagation, the safety of the public knowledge science metadata standards. Finally, taking the science knowledge of traffic safety knowledge as an example, through the metadata description of XML/RDF and data query simulation of RDQL, a safe and knowledge-based science popularization example with interoperability and extension is realized, which lays the foundation for its popularization and application.
