摘　　要：互联网与大数据正在深度改变区域公共服务模式,中国区域公共服务正由"新区域主义"逐渐转向"区域共享公共服务"。区域一体化公共服务不再单纯依赖成本高昂的行政区划合并或者大都市政府扩容,而是另辟蹊径地由信息化驱动区域公共服务共享化:区域公共服务的价值观转向共享价值观;信息与大数据消解区域服务的行政壁垒,区域公共服务资源由行政空间非均衡配置转向信息空间一体化、均衡化与共享化;区域公共服务组织结构由官僚制转向人才共享机制与项目创新制。Internet and big data are deeply changing the mode of regional public service,and China＇s regional public service is gradually changing from ＂new regionalism＂ to ＂regional shared public service＂. The regional integrated public service is no longer solely dependent on the combination of administrative divisions or the expansion of metropolitan governments. Instead, the regional public service sharing is being driven by information technology, which is seen in the following aspects： the values of regional public services are changing to shared values; information and big data are dispelling the administrative barrier of regional service;regional public service resources are changing from disequilibrium allocation of admin- istrative space to integration,equalization and sharing of information space;and the organizational struc- ture of regional public service is changing from bureaucratic system to talent sharing mechanism and pro- ject innovation system.
