大数据时代精准扶贫公共服务平台构建研究——基于公共服务供给分析框架的视角

摘　　要：在大数据时代,精准扶贫公共服务平台是汇集社会扶贫资源,发挥政府机制、市场机制和第三部门机制互补优势,推进精准扶贫实施的有效载体。从公共服务供给分析框架的视角来看,精准扶贫是政府扶贫主体、非政府扶贫主体和帮扶对象三大参与方基于"表达权"、"契约"和"客户权力"等责任关系链接的互动过程,因而,精准扶贫公共服务平台适宜采取政府主导复合型构建思路。该平台应围绕精准扶贫的四个核心环节,构建四个功能模块,并采取代理服务、直接服务和间接服务三大服务模式。In the era of big data,a public service platform for targeted poverty alleviation is an effective carrier which not only gathers social resources for poverty alleviation together, but also promotes the im- plementing of poverty alleviation policies by stimulating the complementary advantages of the government mechanism, market mechanism ,and the third sector mechanisms as well. From the perspective of the analytical framework of public service supply, the process of targeted poverty alleviation is one in which the government, non-government organizations and the targets of assistance interact with one another, based on the accountability of the expression rights, contracts and the customer rights. The targeted poverty alleviation service platform is suitable to take a government-led compound type, focusing on the four core links, building four functional modules,and adopting three service modes of agent service, direct service and indirect service.
