摘 要:水库移民的贫困问题曾一度引起社会各界的关注和重视,教育是治理贫困的重要手段,教育对水库移民的减贫效应关系到政府教育减贫政策的实施。我国三峡水库农村移民存在家庭人力资本较弱,对土地的依赖性较强,非农收入占比较低等问题,笔者通过OLS和分位数回归对比研究发现:从整体上看,家庭平均受教育水平每增加1年,库区移民家庭人均收入能够显著提高14.1%;分层次来看,教育的减贫效应对于收入最底层和收入最高层农户较小,对于中间收入阶层较大。同时发现外出务工能够提升最底层农户的收入水平,而对收入中高层农户的收入影响相对较低。因而,政府治理水库移民的贫困问题不仅要注重扶持政策的完善,还要重点关注其教育发展,做好社会医疗保障工作,鼓励和引导贫困农户有条件的参与务工工作。The poverty of the reservoir immigrants has attracted the attention of all sectors of society,and education is an important means to control poverty,so the research on effect of education for poverty reduction is helpful for the government to carry out the policy of poverty reduction.Chian's Three Gorges reservoir resettler families have some problems like weak capital,strong dependence on land,relatively low non-agricultural income.The author makes a comparative study of OLS and quantile regression and finds that:education can significantly improve the income level of immigrant families;the effect on the bottom and the top income farmers is smaller,but larger on the middle income class.At the same time,it is found that migrant workers can raise the income level of the bottom farmers,while the income of middle and upper income households is relatively low.Therefore,not only should the government pay attention to improving the implementation of the policy,but also the development of education,and the governmentshould also focus on increasing social medical security,and encourage and guide the poor peasant to go out to work.
