摘　　要：配电SCADA系统是电力SCADA系统的重要组成部分,也是配电自动化系统(DAS)的底层核心功能。针对配电SCADA通信规约、通信信道存在的安全风险,设计了一种配电SCADA通信安全防护系统,提出了配电SCADA通信安全机制、IEC60870-5-101通信规约安全报文、安全系统组成及功能、应用部署等方面的设计方案。该系统包括安全管理中心、主站安全防护设备、子站安全防护设备和终端安全防护设备,可用于解决配电SCADA通信面临的机密性、完整性和可认证性问题。The power distribution SCADA system, as an important part of the power SCADA system, is the underlying core function of DAS （Distribution Automation System）. A power distribution SCADA communication security protection system is designed for the distribution SCADA communication protocol and the security risks existing in the communication channel. The design schemes for the power distribution SCADA communication security mechanism, the IEC60870-5-101 communication protocol security message, the composition and function of the security system, and the application deployment are proposed. This system includes a security management center, a main station security protection device, a substation security protection device, and a terminal security protection device, which can be used to solve the confidentiality, integrity, and certifiability problems of the distribution SCADA communication.
