摘　　要：预印本数据库构建同行评议机制已成为当代学术评价与学术出版的一大趋势。目前我国最大的预印本数据库"中国科技论文在线"采用传统同行评议对论文进行评价分级,三星级以上论文已得到国内部分高校认可,但还需要解决邀请审稿拒绝率高、论文评级与国内期刊分区对应关系不清晰两个问题。提出了新型同行评议机制——自组织同行评议,可解决"中国科技论文在线"面临的两个问题,推动预印本论文作为一种新型学术出版方式在我国的发展。Constructing peer review mechanism for preprint database evaluation and academic publishing. ＂Chinese Science Paper Online＂, has become a trend in contemporary academic China＇s largest preprint database,adopts the traditional peer review model to evaluate the paper. Three-star level and above papers have been recognized by some colleges in China, but it also needs to solve two problems that are high rejection rate in invitations to review and fuzzy corresponding relation between papers rating and journals division. This paper puts forward a new peer review mechanism： self-organizing peer review, which can solve the two problems faced by the ＂Chinese Science Papers Online＂ and promote the development of the preprint paper as a new type of academic publishing in China.
