摘　　要：全球化背景下,图书馆政策的比较研究成为认识和改进我国图书馆政策的重要方式。然而,现有的图书馆政策比较研究文献中存在缺乏理论基础、研究方法单一、研究不规范等问题。本文通过对我国图书馆政策比较研究现状的回顾,在对图书馆政策比较研究定义进行阐述和分析的基础上,分别从工具理性主义和冲突理论两个维度着手,试图挖掘图书馆政策比较研究的理论基础,并建立一套跨越学科界限、定性研究与定量研究相结合的图书馆政策研究方法体系,明确图书馆政策比较研究在实施过程中的一般步骤,对图书馆政策比较研究实践过程中的应用原则与规范进行了探讨。In the context of globalization,the comparative study of library policy has become a key way to recognize and improve library policy in China.However,there are issues including lacking of theoretical basis,single methodology and nonstandard norms in current comparative study literature of library policy.Based on the review of the status of comparative study of library policies in China,this paper makes inquiries into the concepts and theoretical foundations of competitive study in library policy from the rational perspective and conflict perspective.It establishes a trans-disciplinary methodology system combining the quantitative and qualitative methods.This paper makes clear the general steps,discusses the application principles and norms in the implementation of the comparative study of library policies.
