我国养老产业PPP项目运作面临的问题及对策

摘　　要：养老产业PPP是政府与社会资本合作共同参与养老服务的新发展模式,是我国优化养老机构建设、推动养老服务产业发展的新动力。养老产业PPP项目实施促进了养老、医疗、康复行业发展,增加了养老服务有效供给;吸引了更多民营资本进入市场,提高了养老服务产业管理运营水平;拓展了养老服务创新思路,有效提升养老服务质量。目前,我国养老产业PPP项目在运作过程中存在项目前期规划不合理、后期监管不到位;养老服务业需求与社会资本投资偏好不匹配;福利型、非营利型与营利型养老产业PPP项目布局不合理;社会资本承担的责任和利益不对称等问题。实现养老产业PPP项目有效运作,需要政府与社会资本充分合作,规范养老产业PPP项目运作机制;厘清责任—利益主体,实现政府与社会资本有效衔接;引导不同属性养老机构协调发展,保证养老产业PPP项目的服务性与营利性;完善促进养老产业PPP项目发展的政策和法律体系。Elderly care industry PPP is a new development model in which the government and social capital work together to participate in the provision of elderly care services,and it is the new impetus to optimize the organizational construction of the elderly care platform and promote the development of the elderly care service industry. The implementation of elderly care industry PPP project has promoted the development of elderly care,medical and rehabilitation industries,increased the effective supply of the elderly care service; attracted more private capital to enter the market,improved the management and operation level of the elderly care service industry; expanded the elderly care service innovation idea and effectively improved the service quality. At present,in the operation of China＇s elderly care industry PPP project,there are problems such that the early planning and the late supervision are not in place; the demands of elderly care service industry and the investment preference of social capital do not match; the layout of welfare,non-profit and profit-making elderly care industry PPP project is not reasonable; the responsibilities and the interests of social capital are asymmetry and so on. To realize the effective operation of the elderly care industry PPP,we need the government and social capital to cooperate fully,standardize the operation mechanism of the elderly care industry PPP project;clarify the responsibility-benefit subject,realize the effective connection between the government and social capital; guide the development of the elderly care institutions with different attributes,ensure the service and profit of the elderly care industry PPP project; establish a policy and legal system to promote the development of the elderly care industry PPP project.
