摘　　要：从理论上分析了我国地方政府在不同财政状况下的行为模式,基于我国地市级面板数据,运用面板平滑转换回归(PSTR)模型考察了我国一般性转移支付对地方公共品供给的影响。结果显示,一般性转移支付对公共品供给的影响显著为正,并具有明显的非线性特征。随着地方财政自给水平提高,一般性转移支付的影响由小变大,先是缓慢增强,而后急剧增强。据此,有针对性地对地方政府公共品供给提出政策建议。In this paper,we have discussed the economic behaviors of the Chinese local governments under different economic and fiscal conditions,and then we have obtained their public goods supply strategies. Based on the China＇s city-level panel data,by applying a panel smooth transition regression model,we have investigated the effect of the general transfer payment on the local public goods supply. The results are as follows： the impact of the general transfer payment on the local public goods supply is positive which shows the feature of nonlinearity. With the increase of the local self-sufficiency,the impact of the general transfer payment grows bigger and bigger,to be specific,the effect increases gently at first,and then it increases rapidly. According to the results,some corresponding policy suggestions are provided.
