燃油补贴退坡背景下生计渔民减船转产路径研究——以大连市为例

摘　　要：燃油成本占据渔船作业成本的比重较高,近年来,随着近海渔业资源的衰退,国家也在逐步调整政策,在未来几年中,国家对于渔船的燃油补贴将可能大幅减少。通过分析大连市生计渔民减船转产存在的困难,借鉴国内外对于渔民减船转产的研究,并结合大连市的实际情况,提出了针对大连市实际情况的渔民减船转产路径。建议政府主管部门针对实际情况,尽早对生计渔民进行引导,采取合理布局海水养殖业、海洋牧场吸纳转移劳动力、发展生态渔村旅游和休闲渔业等措施,解决生计渔民的减船转产问题。合理谋划生计渔民的减船转产安置工作,使部分生计渔民有序减船转产,提早做好应对措施,维护社会稳定。The government has implemented the fuel subsidy in the fishing vessels, because the fuel costs occupy too much proportion of the operation costs of fishing boats. With the depletion of offshore fishery resources, the government is planning to gradually adjust the policy in the next few years; the countt-y may gradually reduce the fuel subsidies for fishing vessels. This paper analyzes the difficulties of the fishemlen in Dalian, and draws lessons from the domestic and foreign research on the fishemlen＇s ship reduction and transfer, and compares with the actual situation in Dalian. Marine aquaculture and marine ranch should be developed to transfer labor force, ecological fishing village tourism and recreational fishery or the other measures should be taken to solve the problem of subsistence fishermen＇s dual-transformation for livelihoods. It is suggested that the competent authorities of the government should guide the fishermen as soon as possible, and rationally plan the reduction of ships and finish the work of resettlement, so that some fishemlen will teduce the number of ships and change their production mode, and the measures should be taken to maintain the stability of the society.
