摘　　要：飞机制造工艺规范是飞机研制的的重要生产指令性文件,一套代表着先进性、规范性、可操作性、符合适航要求的工艺规范,关键在于前期系统、合理、科学的规划。从设计输入到配套人力资源、从经验提炼到配套工艺文件,从技术层面构建到管理层面规划。正文主要从设计需求、人力建设以及体系管理、配套方面进行了详细分析,研究了前期策划工作的关重要素。the aircraft manufacturing process specification is an important production instruction document for aircraft development, a set of process specifications that represent advanced, normative, maneuverability and airworthiness requirements, the key lies in the systematic, reasonable and scientific planning of the early stages. From design input to supporting human resources, from experience extraction to supporting process documents, from the technical level to the management level planning. The main text from the design requirements, manpower construction, system management, supporting aspects of the detailed analysis, the study of the key elements of the planning work in the early stage.
