摘　　要：本文总结了无疫区和无疫小区建设现状与取得成效,分析了国家拉动、地方推动、产业驱动等3大动力源对保障动物疫病区域化管理推进质量和推进速度的相关影响。针对动物疫病区域化管理在认识、措施落实和保障等层面存在的问题,提出了做好顶层设计,强化政府推动,完善支持政策,建立长效机制等政策建议,以期为加快推进动物疫病区域化管理工作提供借鉴。In this article,the current status and achievements of the construction of animal disease free zones and compartments were summed up,and the effects of the three motive sources from the central government,local government and animal husbandry industry on accelerating construction of animal disease free zones and compartments were analyzed. During the process of regionalization management,some problems were encountered regarding to stakeholder awareness,implementation capacity and revelant safeguards. In order to provide reference for accelerating the regionalization management work,some suggestions were put forward,including doing a good job in top-level design,strengthening the pulling and pushing force from the government,improving the supporting policies,as well as establishing the long-term mechanism,etc.
