摘 要:河长制推行过程中,流域管理机构与地方党政机构都各自承担着一定的工作职责。在新时代水利工作方针下,如何充分发挥流域机构与河长的各自优势,取长补短,协同推进河湖治理与保护的各项任务,是目前需要解决的关键问题。通过分析流域管理与河长制推行的现状、问题,从协同的内容、途径、建议等方面研究了河长制与流域管理协同推进的模式,以期为跨流域河湖治理、保护与开发提供管理建议。In the process of promoting river chief system, river basin management authorities and administrative departments all have their own functions and responsibilities. Under the working policy of water management in the new age, it is crucial and urgent to give full play to river basin commissions and river chiefs by complementing each other's strong points and weaknesses, and make joint efforts and actions for river and lake protection. Through analysis of current condition and issues related to river basin management and implementation of rive chief system, the model of integrating river basin management with river chief system are examined in terms of its contents, approaches and suggestions, so as to find solution for cross-basin river and lake protection and development.
