摘　　要：当代中国改革的成功启动是基层群众、地方政府以及中央政府在互动过程中形成历史合力的结果。在这个历史过程中,通过基层群众的自发创新、地方政府的政策试验以及中央政府的政策调整这一"从群众中来,到群众中去"的群众路线形成历史合力,推动我国改革实现成功启动。在新的历史条件下,选择合理的改革切入点,突出地方政府在改革进程中的积极作用,完善群众路线在政策意义上的方法论价值,对于深化改革具有重要的时代价值和启示意义。The successful start of the reform in contemporary China was a result of historical joint forces in the course of interactions between the grassroots and the government institutions at local and central levels.During this course,the self-initiated innovations of the masses,experimentation of policies at the local administrative organs,and policy adjustments of the central government,have joined historical joint forces,through the Communist Party＇s Mass Line of＂From the Masses,to the Masses＂,propelling the start of the reform.Under the new circumstances,it is historically relevant and inspirational to choose reasonable breakthrough points of further reform,emphasize the positive roles of local government,and improve the methodological value of the Mass Line in policymaking.
