多样性价值诉求下县域政府公平行政的核心价值与路径

摘　　要：当前,公平行政在我国正迈入新的发展阶段。县域政府作为在县级行政区域内进行管理的国家行政机关,在推动基层公共服务均等化、保障社会公平正义中扮演着重要角色。县域政府公平行政的目标是使县域内群众自由地承担社会角色,平等地享有权利和履行义务,并合理地占有财富。县域政府公平行政的核心价值包括公共性、平等性和对话性,其公平行政的路径应以县域政府为主体,兼顾制度公平、程序公平、结果公平和机会公平,并从多元共治、提高能力、灵活变通和协调冲突四个方面协同推进。In the 20 th Century 60 s and 70 s,postmodernism emphasized pluralism,diversity and individuality,which had an important influence on broadening the subjects of public administration,changing the role of government and promoting social justice.Due to the inevitability of the fairness of individual starting point,the diversity of the totality of social justice,and the government＇s reconsideration on the effect of administration,the government should pay more attention to the fairness of public administration.At present,China is entering a new stage of development.County governments play an important role in fair administration by promoting equalization of public services at the grass-roots level and ensuring social equity and justice.County governments＇ fair administration mainly involves the distribution of social resources.The goal is to make social citizens undertake social roles freely,enjoy equal rights and perform their duties in a fair and reasonable manner,and possess the wealth reasonably.The core values of county governments＇ fair administration include publicity,equality and dialogue.The path of county governments＇ fair administration should take county governments as the main body,take into account the four links of system fairness,procedural justice,result fairness and opportunity equity,and promote it in four aspects： multiple governance,capacity improving,flexible adaptation and conflict coordination.
