摘　　要：梳理了我国老龄政策经历的萌芽期、起步期、发展期和成熟期等发展脉络,分析了我国老龄政策在类型、功能、领域、效力等级、制定实施等方面不充分、不平衡发展的具体表现,提出了新时代老龄政策创新应遵循的基本导向、原则、理念和思路,探讨了今后老龄政策在人口均衡发展、经济增长、金融创新、收入保障、健康老龄化、老龄服务业、老年人社会参与、老年宜居环境建设等八个重点领域的创新方向。This paper reviews China＇s aging policy development process from such four stage as germination period, beginning period, development period and mature period. It analyses the contradiction of imbalanced and incomplete development in the field of policy type, function, areas,effectiveness grade, process of making and implementation. This paper puts forward the basic guidance, principles, ideas and train of thought which should be followed in the policy innovation of the new era. It also explores the policy innovation direction in the eight key areas of the balanced development of population, economic growth, financial innovation, income security, healthy aging,services for the elderly, social participation of the elderly, the elderly livable environment construction.
