摘　　要：本文从"特色小镇"内涵出发,深入探讨了浙江"特色小镇"由"单一生产"走向"多元耦合"的转变实质,即:效益及目标导向下的功能耦合关系与多元主体需求变化,并以此构建了"特色小镇"规划建设框架。此外,以浙江"江南钙谷"小镇为规划实例,结合其产业空间组织关系的转变,从产业更新、衍生文化、旅游置入、社区营造、建设项目及保障措施等方面深入分析其在规划建设中的创新与实践。In this paper, from the connotation of the ＂characteristic town＂, discussing from the ＂single production＂ to ＂multiple coupling＂： the functional coupling relationship and plural demand change of benefit and goal orientation, and to build planning and construction framework of the ＂characteristic town＂. Besides, taking the ＇~iangnan Gaigu＂ characteristic town as an example, it analyzes the innovation and practice of the planning and construction from the industrial renewal, derivative culture, imbedding tourism, community construction, construction projects and safeguard measures.
