基于全流程视角下的特色小镇规划建设方法研究——以陕北地区栏杆堡田园文旅小镇实践为例

摘　　要：特色小镇是新时期小城镇立足自身优势,集产业发展、文化传承、民生幸福和生态保护于一体的创新探索和成功实践。陕北地区作为我国地形地貌、文化风俗的"绳结区域",生态特征明显,文化积淀深厚,孕育了许多独具产业特色和传统聚居文化的小城镇。本文以陕西省神木县栏杆堡田园文旅小镇规划建设为例,在分析陕北地区特色小镇的发展条件和栏杆堡镇特质与发展问题的基础上,从宏观和微观不同层面总结其规划实践创新,并从小镇定位、鲜明产业、宜居环境、彰显传统、便捷设施、活力机制等不同角度阐释具体创新实践情况,对陕北乃至全国特色小镇的规划建设方法提供新的思路与借鉴。The characteristic towns is an innovative exploration and successful practice in the new period ,based on its own advantages, which integrates the industrial development, cultural heritage, people happiness and ecological protection as one. Many characteristic towns have been bred in the north of Shaanxi Province, which has rich historical culture and good ecological environment. This paper which takes the planning and construction of the rural tourist towns of Shenmu County, as an example, analyses the industrial logic, the layout law and the operation mode. At the same time, we can provide reference for the planning and construction of characteristic towns of other regaons.
