摘　　要：本文在分析湛江港口岸卫生检疫历史数据的基础上,阐述湛江港口岸卫生检疫的输入性与输出性风险,梳理入境船舶在交通员工健康状况、船舶卫生控制情况、船舶所载货物种类等方面存在的输入性风险因子,并将其分为一般性风险因子和显著性风险因子两大类。其中一般性风险因子对应输入的可能性大小,显著性风险因子对应危害的严重性程度。根据传染病传播与流行情况,以及风险因子的大小,科学设定每种风险因子的风险系数和分值等级,分别计算一般性风险因子与显著性风险因子总评分加权比值,将其分为5个区间。应用风险等级矩阵评估指数表,便可从严重风险、高危风险、中等风险、较低风险4个等级中,判定入境船舶的卫生检疫风险大小,从而合理选择电讯检疫、靠泊检疫、锚地检疫等不同方式进行口岸卫生检疫查验,以达到严格控制入境船舶卫生检疫风险的目的。This article briefly introduced the imported and exported health quarantine risks based on the data of health quarantine over the past few years in Zhanjiang port. The risk factors such as health condition of crew,hygiene control on ships and types of shipped cargoes were extensively considered and grouped into two categories,general risk factors and significant risk factors. The general risk factors represented the possibility of the hazard while the significant risk factors mainly represented its severity. Based on the spread and prevalence of the infectious dis-eases as well as the risk factors,the risk index and score of each risk factor had been developed. The imported possibility had been divided into five intervals based on the score of general and significant factors. The overall lev-el of health quarantine risks for entry ships was determined by referring to the Risk Level Matrix Evaluation Index Table,including Extreme risk,High risk,Moderate risk and Low risk. Therefore,the different health quarantine inspect procedures such as telecommunications quarantine,berthing quarantine and anchorage quarantine could be performed to achieve a strict control on the risks of health quarantine for the entry ships.
