养老机构扶持政策实施效果研究——基于山东省45家养老机构的调查分析

摘　　要：政策实施需要效果评估,以掌握阶段性进展状况,判断是否收到了预期效果,并及时发现政策实施中存在的问题,从而决定政策的延续或者调整。养老机构及其服务的实际利用是养老机构扶持政策实施效果评估的综合指标和核心内容。对山东省45家养老机构的调查分析发现,半数以上养老机构的运行效率还需要进一步提升;养老机构的性质、建立时间、投资金额、入住老人数量、收费标准、政府的建设和运营补助等对养老机构的运营状况具有显著影响。对资金扶持、人力支持以及推进医养结合三方面政策实施情况的分析表明,政府扶持政策虽起到促进作用,但未能实现预期设想,还产生了一些预想外的消极影响。The implementation of policies needs the evaluation of their effects to grasp the periodical progress information,to estimate whether the predicted effects have been achieved,and to discover the problems in the implementation process of the policies so as to decide the continuation or adjustment of the policies.The old-age care institutions and the actual utilization of their service make up the comprehensive indexes and core contents in the evaluation of the implementation effects of the support policies concerning the old-age care institutions.An investigation in 45 old-age care institutions in Shandong Province reveals that the operation efficiency of more than 50% of the institutions needs to be further promoted.The nature,establishment time,investment volume,occupancy amount of the age people,expenses standard,and subsidy of construction and operation from the government have prominent influence on the operation of the old-age care institutions.The analysis of fund support,human support and combination of medical care and nursing reveals that despite the governmental support policies can play a promotion role,it has not realized the anticipation.Moreover,some negative influence beyond the anticipation has been produced.
