中国城市绿地建设的空间溢出效应研究——基于286个地级及以上城市的数据

摘　　要：现阶段,中国城市绿地建设更多的属于自上而下的政府推动型,分析中国城市绿地建设问题离不开对地方政府公共品供给决策的讨论。基于公共经济学视角,利用中国286个地级及以上城市数据建立空间自回归模型,对市辖区绿地覆盖率、公园绿地覆盖率、建成区绿地覆盖率、人均公园绿地面积与建成区人均绿地面积等城市绿地建设指标的空间溢出效应进行检验。实证结果表明,城市绿地建设的正向空间溢出效应广泛存在,地方政府会根据其邻近城市的绿地建设水平来提供本辖区内的绿地建设。以此为基础,提出了完善绿色政绩考核体系、缩小区域差异、加强对外开放、建立多元投资体系等政策建议,以推动我国城市绿地建设。At the present stage, construction of urban green space in China is more of the type of top-down government promoting. So the analysis of the construction of urban green space in China cannot be separated from the discussion on the supply of local public goods. Based on the perspective of public economics, we establish a space autoregressive model by using the data of 286 cities in China, and test the spatial spillover effects of urban green space construction indexes including green coverage rate of municipal district, public recreational green coverage rate of municipal district, green coverage rate of built district, public recreational green per capita and green area per capita of built district. The empirical results indicate that the positive spatial spillover effect of urban green space construction exists widely, and municipalities tend to provide urban green space according to the green space construction level of its neighboring cities. On that basis, the paper puts forward some suggestions on improving the green performance evaluation system, reducing regional differences, strengthening the opening up of the outside world, and establishing a diversified investment system with the purpose of promoting urban green space construction in China.
