摘　　要：为更好地贯彻国家海洋局信息化建设"四个一"的整体战略目标,2017年北海分局启动了分局信息化规划编制工作。规划围绕推进"智慧北海"建设,计划到2021年,建成"一网三平台一体系"的信息化架构,基本形成资源集约、信息共享、业务融合、决策高效、保障全面的北海分局信息化体系,为确保"十三五"期间北海分局信息化建设工作的科学性、规范性和有序性,确保分局信息化建设成果有机衔接国家海洋局"四个一"的海洋信息化业务体系提供指导。In order to realize the overall strategic objectives of the information construction of the State Oceanic Administration（SOA）,the North China Sea Branch of SOA initiated the development of the information planning in 2017. Focusing on development of the ＂Smart North China Sea＂, the plan manages to establish an information architecture of ＂One-network, Three-platforms, and One-system＂ by 2021, basically forming an information system for the North China Sea Branch with intensive resource, shared information sharing, providing integrated and high efficient decision-making service and comprehensive support. The plan will ensure the tasks of the information construction of the North China Sea Branch during the next 5 years and its smooth and scientific connection with the information system of SOA.
