“双一流”建设背景下大学学术组织分层治理的困境与路向

摘　　要：大学学术组织的分层治理既是大学内部治理现代化的时代要求,也是有针对性地开展"双一流"建设的现实路径。校级层面学术组织"质量保障"功能缺失、中层学术组织"协同创新"机制不足、基层学术组织"学术文化"彰显不够是"双一流"建设背景下面临的制度困境。"完善校级学术组织,强化统筹谋划和评估职能;优化中层学术组织,促进多学科知识的交叉融合;整合基层学术组织,培育‘互促共生’的文化生态"是大学学术组织分层治理的逻辑路向。The hierarchical governance of university academic organizations is an era demand for the modernization of internal governance of universities,and it is also a realistic path for targeted development of ＂Double First-rate＂construction. The lack of＂Quality Assurance＂function in academic level academic organizations,the lack of＂collaborative innovation＂mechanism in middle-level academic organizations,and insufficient demonstration of＂academic culture＂in grassroots academic organizations are the system plight under the background of＂Double First-rate＂construction. It is the logical way for the hierarchical governance of university academic organizations to improve school-level academic organization,strengthen the overall planning and evaluation functions,optimize middle-level academic organizations and promote cross-convergence of multi-disciplinary knowledge,integrate grass-roots academic organizations and cultivate the cultural ecology of ＂mutual symbiosis＂.
