权力监督制约的政治生态规律

摘　　要：在缺乏有效监督制约的情况下,权力容易滋生腐败。基于此,对权力的监督制约是一个重大现实问题,但是权力结构及其行使方式都是嵌入在一定关系模式和特定环境中。因此,讨论权力的监督制约必须将政治生态作为重要的考量因素。事实上,权力监督制约与政治生态之间存在二元耦合的关系。一方面,政治生态给权力监督制约提供一个动态平衡和有力支撑的生态系统;另一方面,有效的监督制约能让权力沿着科学规范的轨道运转,进而减少破坏政治生态的可能。当代中国权力监督制约的政治生态建设呈现三大基本规律:权力监督制约生态定位规律,即权力监督制约把坚持和加强改善中国共产党的领导、提升现代国家治理能力水平、遏制权力腐败摆在首要位置;权力监督制约生态平衡规律,即权力监督制约需要合理架构以权力制约权力、以权利监督权力、以制度制约权力的关系型态;权力监督制约生态演进规律,即权力监督制约要坚持重点突破、有序推进。In the absence of effective supervision and restriction, power tends to breed corruption. Based on this,the supervision and restriction of power is a major practical problem. However, the power structure and the way of its execution are embedded in a certain relationship mode and specific environment. Therefore, we must take political ecology as an important factor to consider the supervision and restriction of power. In fact, the relationship between power supervision and political ecology is coupled by two elements. On the one hand, the political ecology provides an ecological system with dynamic balance and strong support to power supervision and restriction. On the other hand, effective supervision and restriction can make power run along the track of scientific norms, thereby reducing the possibility of destroying the political ecology. The political ecological construction which is restricted by power supervision in contemporary China presents three basic laws. Firstly, the law of power supervision and restriction of ecological positioning, that is, the power supervision and restriction put improve the leadership of the Communist Party of China, improve the level of modern national governance, and curb power corruption in the first position; Secondly, the law of power supervision and restriction of ecological balance,that is, the supervision and restriction of power needs reasonable structure to restrict power by power, supervise power by right and restrict the form of power by system; and thirdly, the law of power supervision and restriction of ecological evolution, that is, power supervision and restriction should insist on key breakthrough and orderly advance.
