摘　　要：国内商业银行设立了大批科技支行,但经营管控体系和外国科技银行的差距较大;风险投资机构数量较多,然而真正从事风险投资的机构很少;创业板市场成长较快,但是择优筛选机制缺失;各级财政针对科技领域的投入不断增加,然而与金融调节的结合运用缺失;为此提出,以推动科技银行制度创新,破除分业经营体制的束缚、创新风险投资的运作和扶持机制,引导风险投资机构发展、增强创业板市场的筛选功能,推进科技创新的资本市场体系构建、完善股权众筹监管体系设计,综合运用财政和金融调节支持科技创新。domestic commercial banks have set up a large number of branches of science and technology,but there is a big gap between the management and control system and foreign technology banks.The number of venture capital institutions is large,but there are few institutions that really engage in venture capital.Growth enterprise market is growing fast,but the lack of preferential screening mechanism.Investment in science and technology has been increasing at all levels of finance,but there is a lack of integration with financial regulation.To this end,it is put forward to promote the innovation of the system of scientific and technological banks,to break the shackles of the system of separate operation,to innovate the operation and support mechanism of the venture investment,to guide the development of the venture capital institutions,to enhance the screening function of the GEM market,to promote the construction of the capital market system of scientific and technological innovation,and to integrate the design of the supervision system of the good stock right.Use financial and financial regulation to support scientific and technological innovation.
