摘　　要：十八届三中全会以来,由社会管理向社会治理的治国思路转变给社区治理带来了新的机遇和挑战。以铜陵市撤销街道办事处为代表的"推动社会治理重心向基层下移"的改革创新,使社区秩序权力结构趋于平衡,功能更加协调。这种新的社区权力秩序重构具有三大优点:一是减少了治理权力层级,提高了社会权力治理效率;二是考评权力归于民,增强了基层工作人员为民服务的动力;三是社区治理凸显党建引领、政府主导、社会参与及居民自治的良性互动格局。Since the third Plenary session of the 18th CPC Central Committee, the transformation from social management to social governance has brought new opportunities and challenges to community governance.Tongling city cancels the street office as the representative ＂promotes the social governance center of gravity to move down＂ the reform innovation, the community order power structure tends to balance, the function is more coordinated.The reconstruction of the new community power order has three major advantages： First, it reduces the level of governance power and improves the efficiency of social power governance; Second, it evaluates the power to return to the people and strengthens the motive force for the grass-roots staff to work for the people;Third, community governance shows a positive interaction among leading of Party Building, government guidance, resident autonomy and social participation.
