影响我国高原训练资源优化配置效率的复合DEA分析

摘　　要：应用复合DEA方法全面评价我国高原训练资源配置效率,分析其影响因素,并探寻DEA无效基地资源配置效率低下的深层次原因及改正措施。我国高原训练资源配置效率整体较低,其配置效率并不是单纯受经济投入和建设规模的影响。从投入角度看,高原训练人力资源匮乏,尤其缺乏高水平科研人员,导致基地科研水平参差不齐,不能满足科研要求是影响我国现阶段高原训练资源配置效率最重要的制约因素。其次,高原训练基地体育场馆的利用率不高,各个基地体育场馆利用率差别较大,淡旺季分布极不均衡,训练的季节性特征是影响其利用率的首要因素。基地经费分配不公平造成效率低下也不容忽视。从产出角度来看,影响我国高原训练资源优化配置效率的主要因素是培养的竞技体育人才,相比之下,高原训练基地在体育经营收入和社会服务功能方面的作用还非常有限。Using the method of composite DEA,the thesis comprehensively assessed the efficiency of highland training resources allocation in China,analyzed the influencing factors of highland training resources allocation,and explored the reasons and corrective measures of inefficiency bases. The results showed that the overall efficiency of highland training resources allocation in China is low,and its allocation efficiency is not affected solely by economic input and construction scale. From the view of investment,the most important factors affecting the resources allocation efficiency of highland training in China in the present is the lack of human resources,especially the high level scientific researchers,resulting in scientific research uneven and can＇t meet the ＂ comprehensive large hospital＂ type of scientific research requirements. Secondly,the use of stadiums of highland training bases is not high,and the utilization rate of each stadiums of highland training bases vary widely. Season distribution is very uneven. The primary factor affecting its utilization is seasonal training. The inefficient caused by unfair allocation of funds can＇t be ignored. Form the point of output,the main factors affecting the resources allocation efficiency of highland training is the competitive sports talents. By contrast,the roles of sports operating income and the functions of social services are still very limited.
