我国政府购买图书馆服务的责任缺失及应对策略

摘　　要：政府积极履行职责是推动我国图书馆服务社会化发展的关键。我国政府购买图书馆服务的责任缺失主要表现为政府购买的相关法律制度不健全,公共财政保障程度不高,政府监管机制不完善,购买服务信息不透明,培育社会组织不积极等状况。究其原因,主要在于传统思想观念的影响,对购买服务理解偏差,与自身利益相冲突,政府购买经验不足,统一协调机制的缺失。因此,政府应加强相关法律制度的完善责任,购买经费的保障责任,购买程序的科学规范责任,购买项目的监管责任,信息的公开透明责任,文化类社会组织的培育责任。The Chinese government have a positive performance in their own responsibilities is the crux to promote socialization of Chinese library services. The lack of responsibility of Chinese government services mainly manifest in ： imperfect legal system, the low degree of public finance guarantee extent ,faultiness of government supervisory mechanism, not public in purchasing service information, lack the positive in fastering social organization etc. exploring the causes, it mainly depends on： the traditional thought influence, deviation of purchasing service understanding, conflict in self-benefit, lack the relevant experience,deficiency of unified coordinate mechanism.Therefore government should strength the responsibility for improving relevant laws, the purchase funds guarantee responsibility, the purchasing process of scientific and standardized, purchase project supervision responsibility, transparency of information responsibility, culture responsibility in the cultivation of social organization.
