摘　　要：2017年底,国土资源部针对矿产资源勘查和开采审批管理相继发布了3个规范性文件,废止了22个现行的规范性文件。本文分析了政策出台的背景,分类研究了新政策实施后相较于以往矿业权审批管理政策的主要变化以及部分变化对矿业权人的影响,并对新政实施后应进行的相关配套工作提出了三点建议,为矿业权人在办理勘查开采审批过程中的政策把握提供借鉴。By the end of 2017, the Ministry of Land and Resources issued 3 and abolished 22 normative documents for mineral resources exploration and mining approval management. The paper has analyzed the policy background and made a comparative study on the main changes between the new and the previous policy, analyzed its influence on the exploration licensees and the mining licensees, we have also put forward three suggestions on the relevant supporting work after the implementation of the new policy. It＇s a useful reference for them to grasp the change and the key points of the new policy.
