摘　　要："平安建设"是指在政府倡导和努力下,通过广大民众的广泛参加,由社会力量推动、设置和创立良好的社会环境,并使这种社会环境得以保持,形成稳定化、秩序化、理性化、和谐化的状态追求。"平安建设"是新形势下社会管理综合治理的创新与发展。公安机关只有遵循公安工作规律,才能推动"平安建设"警务战略可持续性的纵深发展。只有顺应时代潮流,才能实现警务与社会的同步协调发展。这也正是遵循公安工作客观规律、尊重公安工作客观规律的必然选择。面对新世纪新时期的各种挑战,公安机关要与时俱进,坚持创新、共享、开放、协调、法治理念,保持警队与公众的健康和谐发展。Peace construction refers to the establishment and creation of a good social environment under the initiative and efforts of the government and through the broad participation of the masses so that the social environment can be maintained within a stable,orderly,reasonable and harmonious status. Peace construction is the innovation and development of the comprehensive management of society under the new situation. Only by following the law of public security work can public security organs promote the sustainable development of ＂ peace construction＂ policing strategy. Only by following the trend of the times can we achieve the coordinated development of policing and society. This is the inevitable choice of following the objective law of public security work and respecting the objective law of public security work. In the face of all kinds of challenges in the new century and new period,the public security organs shall keep pace with the times,adhere to the concept of innovation,sharing,opening up,coordinating,and ruling by law in order to maintain the healthy and harmonious development of the police force and the public.
