全球化进程中外籍流动人口社会融入管理新思考——以北京地区为例

摘　　要：我国改革开放之后吸引了大批的外国人入境,其中大批高素质的国际人才来华对我国来说尤为重要。外籍流动人口"社会融入"问题从表面上看是由文化、心理等方面的差异导致的外籍人口自身发展、转变的问题,实际上是外籍流动人口基本权利的实现和个人发展问题,还会直接影响到目的城市的和谐稳定、经济发展、公平正义。需要进一步加强对这一特定群体入境后的社会融入管理,引导他们入境后的行为和发展方向,使他们的个人发展与我国的城市发展实现有机统一与和谐共进。在华外籍流动人口的社会融入应采取一种的新的融入范式,对在华外籍流动人口管理理论和实践的丰富有所助益。After the reform and opening up,China has attracted a large number of foreigners,among which a large number of high-quality international talent to China is particularly important. On the surface,the problem of ＂ social integration＂ of the foreign floating population is the development of the foreign population itself caused by the differences in culture and psychology,and the problem of transformation is actually the realization of the basic rights of the foreign floating population and the issue of individual development. It will also directly affect the harmony and stability,economic development,fairness and justice of the target city. It is necessary to further strengthen the management of social integration of this particular group upon entry and to guide their behavior and direction of development upon entry so that their personal development and China＇s urban development can achieve organic unity and harmony. The social integration of expatriate floating population in China shall adopt a new integration paradigm in order to enrich the theory and practice of foreign floating population management in China.
