摘　　要：随着海洋经济的发展和推进,无居民海岛开发利用实践广受瞩目。大部分海岛具有独特的生态环境和基础,低水平、未经严格论证的开发利用可能会对海岛资源和生态造成难以修复的后果,应前瞻性、整体性、科学性地规划和推进不同类型的无居民海岛开发利用进程,扭转低水平粗放型开发利用局面。在借鉴世界海岛开发利用经验的基础上,探索高水平的开发利用模式,在模式设计、开发主体选择、管理体制建设、融资模式构建、科技手段应用等方面进行具体探讨。With the development of Marine economy, the development and utilization of the uninhabited is-lands received more and more attention. Due to the island of independent environment and the special ecologi-cal basis, Low level utilization could affect the island resources and ecology that may be difficult to re-pair, so we should be forward-looking, integrity, scientific planning the process of different types of de-velopment and utilization of the uninhabited islands. This article wants to explore a high level of develop-ment and utilization mode on the basis of using experience of other islands, discusses the details about the pattern design, development subject selection, the management system, financing mode building and technolo-gy application, etc.
