共享经济的发展现状及其治理措施分析——以长沙市网约车为例

摘　　要：随着移动互联网、支付系统和评价系统的不断完善,共享经济进入高速发展期。网约车作为移动互联网的新生事物和共享经济的一个细分领域,因行业监管体系和法律法规不够完善,受约束程度低,在其快速发展过程中带来了负面影响。为此,本文通过研究长沙市网约车的监管措施及其经验,建议从明确相关主体的责任、完善法律法规、健全行业制度、多主体协同治理等方面规范共享经济的发展秩序。With the continuous improvement of mobile internet,payment system and evaluation system,the-sharing economy has entered a period of rapid development.As a newly emerging industry of mobile internet and a subdivided area of sharing economy,car-hailing service has caused the negative impact during its rapid de-velopment due to the imperfect regulatory system and laws and regulations.Therefore,this paper studies regu-latory measures and experience of car-hailing service in Changsha,and proposes to regulate the development of sharing economy in terms of clarifying he responsibilities of related parties,perfecting laws and regula-tions,improving the industry system,and collaborating with multiple subjects.
