摘 要:2007年,我国绿色信贷制度正式建立,虽然实践不断深化,但仍然存在节能减排效应不明显、实施过程中"形式大于内容"的问题。对于绿色信贷基本理念的误解与实施路径的误判,已成为限制其发展的重要因素。文章在厘清企业效益误区、政府监管误区和银行定位误区的基础上,阐释了绿色信贷的内在冲突与问题成因,并提出转换政策思路、转变银行职能、转移制度重心等对策,以期为我国绿色信贷的深入拓展提供新思路。The Green Credit institution was set up in China in 2007. Problems lie in several aspects in spite of the acquired progress. Effects of energy conservation and emissions reduction are not obvious, and commercial banks emphasize the publicity function of policies more than its social benefit. The misconception of basic theory and deviation of implementation path, which is under-researched, has been crucial factors that severely handicap the development of Green Credit. The paper first clarifies the misunderstandings of business benefit, government regulation and bank orientation, then elucidates the inner conflicts and dilemma formation. Finally, pertinent countermeasures are provided as a reference for the further development of Green Credit in China.
