摘　　要：基于政策工具和产业创新需求要素2个维度,构建政策文本二维分析框架,对2004年以来中国新能源汽车产业相关的105份政策文件进行文本分析。结果表明,环境面政策工具运用最多,其次是供给面,需求面使用最少;产业政策工具主要作用于市场情势、市场环境和技术知识等产业创新需求要素,旨在为新能源汽车的产业化及新产品推广营造有利的市场环境;创新政策工具由政府主导转向了政府和市场并重的格局,政策焦点表现出从供给面到环境面的变化过程。Using the innovation policy framework of Rothwell and Zegveld＇s as a starting point, this paper reports on a policy analytic framework along the two dimensions of policy tools and industrial innovation requirements.It analyzed 105 policy documents related to the new energy vehicle industry of China. Results show that the relevant policies since 2004 have been involved in the use of ＇environment-side policy＇, ＇supply-side policy＇and ＇demand-side policy＇. The percentile of environment-side policy is greatest, and this is followed by the supply-side. Demand-side policy accounts for the lowest proportion. These policy instruments are mainly used to provide industrial innovation requirements, such as market information, market environment and technical resources.Currently, Chinese innovation policies that support the new energy vehicle industry are mainly around the market needed for industrial innovation. The main purpose is to build a favorable market environment for the industrialization of the new energy vehicles and the promotion of new products. The emphasis of the policies shows the changing process from the supply side to the environment side.
