京津冀技术势差与技术转移的内在机理分析

摘　　要：本文通过对全国31个省市的技术发展水平的科学测算,以北京与其余各省市之间的技术势差为例,研究了北京技术交易合同的输出特征。通过比较技术势差与技术交易合同,本文发现技术转移的动因虽然与技术势差有关,但并不呈现正相关的关系。根据北京与其他省市的交易合同所表现出来的特征,结合京津冀的特殊性,本文认为技术转移需要有产业基础、需要物质资本和人力资本积累、需要政府扶持和发挥企业市场主体作用。结合研究的结论,本文认为京津向冀的技术转移有其特殊性,设立国家级新区作为技术转移的集中载体是实现京津冀在技术进步上协同发展的有效途径。This paper studies acteristics of Beijing＇ s technical the output char- transaction con- between Beijing and other provinces and cities as an example. By comparing the technical potential difference with the technical transaction contract,this paper finds that although the motivation of tech- nology transfer is related to the technical potential difference, it does not show a positive correlation. According to the characteristics of the transaction contracts between Beijing and other provinces and municipalities and the particularities of Beijing, Tianjin and Hebei, this paper argues that the tech- nology transfer needs an industrial foundation, requires material capital and human capital accumu- lation, and requires the government to support and give play to the main role of the enterprise market. Combined with the conclusion of the study, this paper holds that the technology transfer from Beijing to Tianjin has its peculiarities. Setting up a new state -level area as a concentrated carrier of technology transfer is an effective way to realize the coordinated development of Beijing, Tianjin and Hebei in tech- nological progress.
