摘 要:面对传统乡村管理模式的诸多困境,印江土家族苗族自治县将乡贤参事会嵌入乡村治理,探索构建出"村两委+乡贤会"协商治理模式。乡贤会协商治理模式在经济带动、政治引导、文化引领、维护和谐以及生态发展等方面呈现出多维价值意蕴,这一模式内在蕴含着中国特色社会主义社会治理的政治逻辑。构建乡村社会协商治理模式必须强化基层党组织在民族地区乡村治理中的领导核心地位,促进传统一元管理向多元主体合作共治的积极转变,推进民族地区乡村协商民主制度化、规范化、程序化发展,加强民族地区乡村自治、德治、法治"三治一体"建设。Governance dilemmas has been largely acknowledged in traditional rural management mode. Yinjiang county has embeded the country squire council in its rural governance, exploring a new consultative governance mode, that is village party branch and village committee country squire council. This new mode shows its value in many aspects, and contains the profound political logic. Therefore, To build a rural social governance model, we must strengthen the leadership of the grassroots party organizations, promote the positive transformation from one dollar management to pluralism, Promote the institutionalization, standardization and procedural development of grass-roots consultative democracy, and strengthen rural self-government, the rule of virtue, and the rule of law.
