社会治理创新对地方政府治理能力的新要求——基于困境儿童救助网络的实证研究

摘　　要：在社会治理创新背景下,"多方参与,协同共治"已成为各级地方政府创新社会治理的重要方式之一,而这也对地方政府治理能力的演进与构成提出了新要求。为适应新的治理情境,本文以网络化治理理论为切入点,构建包含多元参与开启能力、协同网络运行能力、稳定合作保障能力的地方政府治理能力新框架,并选取宝鸡市典型的社会治理创新实践,运用结构方程模型进行检验。结果表明,多元参与开启能力、协同网络运行能力、稳定合作保障能力的确是地方政府在社会治理创新过程中的重要能力维度,且将对社会治理效果的提升产生推动作用。但由于供给侧服务商选择的有限性与政府行政威慑的影响,伙伴识别与关系管理两个子维度对社会治理效果的提升作用并不显著。Under the background of the innovation of social governance, ＇multi-participatory and collaborative governance＇ has become an important way of developing the new form of social governance, which puts forward a new demand to the evolution and construction of local government management ability. In order to adapt to the new situation, we regard the network governance theory as a breakthrough point and the network management capability framework as a basement to build a new local government management capability framework, which includes the opening ability of multiple participation, the operation ability of collaborative network, and the support ability of steady cooperation. We also select the typical practice of social governance innovation in Baoji and use the structural equation model to test. The result shows that the opening ability of multiple participation, the operation ability of collaborative network, and the support ability of steady cooperation have significant positive influence on the governance effectiveness. However, because of the limited providers at the supply side and the influence of administrative deterrence, such two sub-dimensions as partner identification and relationship management are not associated with governance effectiveness significantly.
