国外公共图书馆开放数据服务实践分析及对我国的启示

摘　　要：[目的／意义]如何利用开放数据资源开拓新型公共服务，促使公共图书馆融入城市发展，加强图书馆与社会的链接，扩大图书馆对社会的影响是公共图书馆发展过程中应深入思考的问题。[方法／过程]通过对国外公共图书馆开放数据服务实践进行分析，发现其服务具备以下特点：提供更丰富的数据资源，利用开放数据提高服务效能，开发新型数据服务产品，多方协作，构建开放数据利用生态环境，提升公众数据素养。[结果／结论]我国公共图书馆应加强开放数据资源建设，树立创新服务意识，提供贴合公众需求的服务，加强与其他机构的合作，加强数据素养教育等，从而提高开放数据服务水平。[ Purpose/significance ] When fostering the development of public libraries, there are plenty of issues that should be taken into consideration including the ways of utilizing open data to explore innovative public service, combine the development of public libraries with the urban prosperity, enhance the connection between libraries and the society and strengthen the influences of libraries on society. [ Method/process] Through the analysis of the open data service practice of foreign public libraries, we found that its services have the following characteristics ： provide more abundant data resources, use open data to improve service efficiency, develop new data service products, collaborate in multiple ways, build open data using ecological environment, and promote public data literacy. [ Result/conclusion ] China＇ s public libraries should improve the level of open data services from the following aspects ： improve the construction of open data resources, establish awareness of innovative services, provide services that meet the needs of the public, strengthen cooperation with other institutions, and strengthen data literacy education.
