摘　　要：文章以政府开放数据的基本概念为立足点,首先,厘清几组基本概念之间的相互关系与关联性;其次,讨论政府开放数据的本质与原则、方式与范围、格式与标准、质量与权属、伦理与隐私、等级与阶段等理论问题,分析当前政府开放数据过程的现实困境等实践问题;然后,从生态系统的视角探究了政府开放数据生态圈及各利益相关者之间的互动关系;最后,提出了总结与建议。Based on the fundamental conceptions of open government data,this paper firstly clarifies the relationship and relevance among several groups of basic conceptions. Secondly,some theoretical issues about the essence and principle,pattern and scope,format and standard, quality and ownership, ethics and privacy, rank and stage of open government data are discussed. The practical problems about the current difficulties during the process of open government data are analyzed. Then the paper probes into the interaction among the stakeholders of open government data ecosphere from the perspective of the ecosystem. Finally,the summary and suggestions are put forward.
